22 september 2012 - Tallinn, Vabaduse väljak. This vehicle promotes new ticketing system in Tallinn which started day before taking this picture. Paper tickets are valid until 31 December this year and ID-card based tickets until 31 March next year. During the next year the system will allow to buy tickets to NFC-enabled phones and Visa payWave and MasterCard PayPass credit cards.

It will be since 01 January 2013 but only for citizens of Tallinn. And they need to buy this green card and validate it anyway.
Great idea. Transport is free but we still need to cover costs of distribution and control of tickets. Populism.

I'm aware that these free rides will have generally a negative effect on the public transportation system. Lower profits and no incentive for the company to improve its quality might cause service cuts and keeping the aging fleet with no perspectives for replacements.
